Policy changes: events for members only?

Benefits of a member-based system:

members can vote on the community’s progress, regional land development, different programs, artists, installations.
members can decide about what the majority of their donations (members fee) should be used for.
members have the opportunity to see the financial management: what their money was spent on (“glass-pocket”)
members of the community can enjoy several events and gatherings during the year without further contribution (for free)
beside these celebrations there will be an opportunity to relax and learn on meditation camps, workshops, gastronomy programs.
knowing exactly how many visitors are expected will give everyone the benefit of a well scaled infrastructure (calculable toilets, water etc).
the membership system gives more safety for the event and online privacy for you.
